Two of the officers had never spoken publicly about their experience before.

"The military witnesses spoke of incidences from 30, 40, 50 years ago and have remained silent during this time. They have come out of retirement with compelling information that would have us look further into these phenomena," she said.

The first African-American woman to sit on a House defense committee and the first to agree to participate in the CHD hearings, Kilpatrick said: "This is an international phenomena and the U.S. and other countries need to acknowledge that there is other life."

Former Alaska Sen. Mike Gravel said the reported shutdown of U.S. missiles was the "smoking gun of the whole issue."

"Defense is spending billions of dollars on something that is vulnerable," he said.

Gravel, who served in the Senate from 1969 to 1981, tried to end the draft during the Vietnam War, and is remembered for reading the Pentagon Papers into the congressional record in 1971, for which he nearly lost his position.

Gravel questioned the ability of Congress to do anything on the issue and pointed to the international witnesses at the hearing, which included representatives from Canada, Chile, Argentina, England, Brazil, Italy, China, Peru, and Uruguay.

"There's no reason why... we wouldn't try to, within our own communities, to get them to endorse a very simple, straightforward resolution, calling upon the [U.N.] General Assembly," he said.

Canadian researcher Grant Cameron has spent the best part of 28 years studying Canadian and American government documents particularly in relation to U.S. presidents.

He described documents he had obtained from the Canadian government: "They admit that document is legitimate. It says flying saucers are real... and the U.S. knows," he told the hearing.

Cameron was motivated to research the issue in 1975 after witnessing and photographing UFOs over a period of months in Manitoba, not far from the Canada-U.S. border.

While a number of international witnesses described their governments' open approach to UFO sightings, particularly in Latin America, Cameron noted that the United States had defined a policy of secrecy on the issue over many years.

Cameron said officials from other countries had told him they would be open about UFOs as soon as America led the way.

In 2011 the White House issued a statement denying that it has any evidence of extraterrestrial life or that it has any "credible information" that evidence is being hidden.

Richard Dolan, one of the most respected authorities on the study of UFOs, believes there is a "truth embargo" in American government about the issue.

"One of the things that has struck me is the discrepancy between the massive amounts of documentary evidence that we have on the one hand, and the near complete absence of official acknowledgment of the reality on the other," he said.

After hearing the witnesses, Woolsey said: "Anybody that ridicules this effort, they are the ones that are out of step."

Woolsey referred to testimonies from former defense personnel who had been unable to talk about UFO related events or even seek medical support for decades because of the secrecy surrounding the issue.

"I had no idea how badly everybody had been treated," she said.

Roscoe Bartlett said the totality of evidence presented was "very difficult to argue away."

He said that officials who made the decision to keep the reported encounters secret many years ago must have thought they were doing the best for the American people but he believed that was no longer the case.

"I am very concerned that a government that can so easily ignore the Constitution to do what they think are good things today, can ignore [it] to do the bad things tomorrow," he said.

Later, Salisbury writes "A small part of my conversion to the government-knows-all hypothesis came in a late phone-call just as I returned from the MUFON symposium in August 2009. The call was from Jean Livingston Kamal, who had worked with me in the early 1960's. She told me about her life during the 1950's before she came to work with me. Her husband was an Air Force intelligence officer, first assigned to the Holloman, New Mexico, base. He was sworn to secrecy and never confided to her what he was doing, but as time passed, he became more and more stressed, apparently by his work. He began to drink heavily, and he had a nervous breakdown. At one point, after collapsing from too much alcohol, he muttered to Jean that "UFOs are real!" The stresses led to the breakup of their marriage. Was he working on UFOs at a highly secret level - deeper than Project Sign, Grudge or Blue Book? One evidence in favour of that idea is that he often travelled to Wright-Patterson Air Force Base in Ohio, which, it is now known, has been the central location for Air Force studies of UFOs." What if communication, for whatever reason, is possible and can be conducted relatively quickly? What if we can have a conversation with an extraterrestrial civilization? We haven't planned for that possibility. You can argue that Hollywood and fiction writers have worked this ground over again and again. And yet it's a shallow reworking of tired soil that has lent very little to a practical discussion of how we might handle Direct First Contact. It's the blind side in this discussion. The UFO folks find it boring, because, of course, aliens are currently running Proctor and Gamble. The SETI folks don't have time to think about it, because they have too much else to do. Science writers touch on the idea from time to time, but leave it behind because of the high wackiness factor. And that leaves us with very little else.The problem is that Direct First Contact is a much different animal. If we can have an actual conversation with an extraterrestrial civilization, there are many, many considerations to take into account. Threat becomes an immediate issue. The sharing of information is a concern. Diplomatic roles and leadership is a major problem. Politics, economics and even psychology suddenly are some of the most relevant subjects in regards to human response. And yet there very few people actively considering these issues in a rational and thoughtful way.This little blog isn't designed to be that forum. It's simply a "what if" whispered in the dark.I leave this entry with one of my favorite pieces of writing on this subject. It's on a website titled "Invitation to ETI." While you can tell from the tone of the letter that it's probably much more instructive for humans considering First Contact issues, and most likely written as such, it does set a tone for the conversation that seems well considered. We will deal honestly and fairly with you, avoiding any temptation to exploit the situation for personal greed or for any particular nation or organization. Without forsaking our own values and integrity, we will be as empathic, helpful, and flexible as we can in understanding and fostering your goals and plans."And of course that's how we hope they would treat us. I disagree with those who believe First Contact would be of minimal impact to our society. The effect on the human psyche of First Contact, especially Direct First Contact, would be profound: we are not masters of the known universe any longer. We have neighbors. We cannot control them. There is risk and there is incredible opportunity. It's time to move forward..
