LONDON - A British hacker whose extradition to face charges of accessing nearly 100 U.S. government computers in a quest for UFOs was halted on grounds he might harm himself will not be tried in Britain, the prosecution office said on Friday.
Gary McKinnon, 46, who suffers from Aspergers Syndrome, has admitted hacking into Pentagon and NASA computers under the pseudonym "Solo", saying he was looking for evidence of flying saucers and other extraterrestrial activity.
He has been fighting extradition since police arrested him in 2005 and Home Secretary Theresa May blocked his extradition in October because of the high risk he could kill himself. She referred the matter to the Crown Prosecution Service (CPS) to rule if he should be tried at home.
The CPS said on Friday the chances of a conviction were "not high," and cited logistical difficulties in pursuing a case in England and Wales such as bringing over witnesses and evidence from the United States....

A man who left his children in "deplorable" conditions will admit to two of 10 "neglect of a dependent" charges, according to court documents.
William Knell, 55, 100 block of S. Lebanon Street, will acknowledge he placed his children in danger twice, between Aug. 26 and Sept. 1, 2010, and again between Sept.2 and Sept. 10, 2009, under the deal offered by the Boone County Prosecutor.
Circuit Court Judge Jeffrey Edens was to have held a hearing on the offer Thursday, but that hearing has been rescheduled for 3 p.m. July 26.
Pamela Buchanan, Knell's defense attorney, asked for the delay so additional screening could be completed by the Boone County Community Corrections Program, according to court records.
No details of the plea were listed. Each of the 10 neglect charges are class D felonies, which carry sentences of six months to three years and fines up to 10,000.
On Feb. 4, Knell's wife, Catherine, 47, pleaded guilty to three counts of child neglect following an investigation of the Knell home, 1610 Ashley Drive, by the Indiana Department of Child Services and Lebanon Police. Catherine Knell's 1 1/2 year sentences were suspended; she was placed on two years probation.
Investigators found rotted food in a refrigerator and in bathrooms and bedrooms. The house was overrun by cockroaches and the toilets were "filled with feces," DCS investigator Jenny Essex said in a court document. Similar conditions were found in May 2008 and September 2009 when DCS investigators returned to the home.
Several civil judgments against the Knells, for credit card fraud and other complaints, have been awarded by Arizona courts.

Born on January 13, 1944 in Ridgewood, Queens, New York, Frances moved from Williston, Vermont to northeast Phoenix in 1980.
Frances was elected to serve her first term on the Phoenix City Council starting January 1992 and was re-elected to a second term January 1994.
As Councilwoman, she represented District 2, which includes most of northeast Phoenix and is the city's largest district. It encompasses over 130 square miles with a population at the time of over 160,000 and is more than 1/4 of the size of Phoenix.
Frances served on the Maricopa Association of Governments (MAG) Air Quality Advisory Committee, as well as the following Phoenix City Council Subcommittees:

In January 1997, her peers elected Frances as the Vice-Mayor. She also worked to get the Phoenix' recycling program expanded to the north area; an advocate for our police and fire services; Frances activated the 'Shop Phoenix' campaign in 1995 to educate Phoenix citizens on where their sales taxes go when they shop in other cities and how important it is for Phoenix residents to 'Shop Phoenix' to support their own emergency services. She has done several successful 'Fightback' areas in her northeast district to clean out the crime and blight.
Before running for office, Frances was an office manager for over 20 years and from 1989 to 1991, the part time satellite office coordinator for City Council District 1.
Today, Frances and her husband, Mike, have 3 adult children and a 26 year old grandson. They permanently reside in a small rural community south of Prescott, where Frances is again active in local organizations.
Although it has been a long time coming, Frances Barwood will finally share her personal experiences with what has become known as The Phoenix Lights and its aftermath in the form of two books: one book is on the objects that passed over Arizona on March 13, 1997 and the other on government cover-ups, which also relates to the first book in many areas.
